Connecticut legal context

Age of consent in Connecticut — 16

16 is the floor age at which consent is legally possible in any circumstance. Many states have higher effective ages via close-in-age laws, position-of-trust rules, or higher floors for specific acts.

Vulnerable youth

Foster youth aging out — the biggest trafficking pipeline

HHS Administration for Children & Families data: ~60% of trafficked minors are or have been in foster care. The age at which a state stops paying for care (the "aging-out" age) determines how many youth land on the street without support.

Federal law (Fostering Connections Act, 2008) allows states to extend care to 21. Most states have. Check Connecticut's current rules:

Survivor support + victim compensation

Safe-house locations are intentionally not mapped. Mapping shelter addresses is a documented harm vector — re-victimization, stalker access, retaliation. Survivors find them through hotlines and partner organizations.

Connecticut Victim Compensation Program — covers medical bills, counseling, lost wages, and funeral costs for victims of violent crime including trafficking, regardless of immigration status in most states.
